Jennifer K. Crawford, Esq., MSW. 

 

Ms. Crawford is an experienced leader in community health organizations.  She is Director of the Community Behavioral Health Services’ Family Agency for Montgomery County, MD.  She has also managed two other community centers focused on children’s physical and mental health. Ms. Crawford was responsible for leading the start-up of the first charter school in Washington, D.C. and was president and a founding member of New Endeavors by Women, an innovative, successful, non-profit, transitional program for homeless women. She created policies and procedures, coordinated fund-raising, board development, program monitoring and evaluation and supervised payroll, financial decisions and contract negotiations.   She is an attorney who has served as counsel for the American Association of Retired Persons and for local legal services organizations.  A former Peace Corps volunteer, Ms. Crawford received her BA from American University, a JD from Antioch School of Law, and a MSW degree from The Catholic University of America.

 

Raymond L. Crowel, Psy.D. 

 

Dr. Crowel is Chief of Behavioral Health and Crisis Services (BHCS) in the Department of Health and Human Services (HHS) in Montgomery County,Maryland. BHCS fosters the development of services to assist children, youth, adults and families in crisis or with behavioral health needs. The unit also works with the state’s public mental health and substance abuse system to ensure that children, adults and families receive integrated treatment.  Most recently, Dr. Crowel was vice-president of Human Services and Community Development for ICF International, a global professional services firm that partners with governments and commercial establishments to provide consulting services and technical solutions in various areas, including health and social programs.He has been: a vice president with the National Mental Health Association; director of the Child and Adolescent Services Division of Baltimore Mental Health Systems, Inc.; a faculty member of Johns Hopkins University; and deputy administrator for the Child and Youth Services Administration for the District of Columbia Department of Human Services.  Dr. Crowel holds degrees from the University of Michigan and Rutgers University where he earned his doctorate in Clinical Psychology.

 

Beatrix Davis Fields, Esq.

 

Ms. Fields is a legislative expert focusing on community and economic development in the Washington, DC area.  She has held senior positions with the Department of Housing & Community Development (DC) and the DC Council’s Committee on Economic Development. She has been a legal advisor with the U.S. Securities and Exchange Commission.  Ms. Fields was a participant in the first PTSC in Washington, D.C. She graduated with honors from Vassar College and from Howard University School of Law.  She is licensed to practice in the District of Columbia and the Commonwealth of Pennsylvania.

 

Sheryl Hillard Tucker, MA. 

 

Ms. Tucker is a Consultant at Time Warner. She was the Acting Editor in Chief at Essence Magazine and has been the executive editor of Time Inc.  Ms. Tucker was also deputy editor of Health Magazine, executive editor of Money, and edited The New Money Book of Personal Finance.  She was a key architect in redesigning Money and building its franchises such as the annual Money summit.  Prior to joining Time Inc., Ms. Tucker was editor in chief of Black Enterprise.  She has edited and co-authored several books about managing personal income and about African American women’s health. She was a finalist for the National Magazine Award and was inducted into New York City’s YWCA Academy of Women Achievers. Ms. Hillard Tucker received her graduate degree from the Columbia School of Journalism.

 

David Osher, Ph.D. 

 

Dr. Osher is a Vice President at the American Institutes (AIR) for Research in Washington, D.C., where he leads centers and projects that focus on educational equity, the conditions for learning, prevention, collaboration, youth development, and school- and community-wide interventions for children and youth with mental health problems and disorders and their families. He directs and is Principal Investigator for four centers supporting major national health initiatives. He is an expert in learning and development, educational equity, and community interventions for children with mental health problems and their families. Dr. Osher is also Principal Investigator of the What Works Clearing House review of character education and of AIR’s initiatives aimed at studying the conditions of learning and helping states, school districts, and schools collect and use survey data on the conditions for learning for school improvement.  He serves on numerous advisory boards and consults with non-profit organizations around the country. A former Dean of two Schools of Human Services and a liberal arts college, Dr. Osher has authored, co¬authored, or edited more than 240 books, monographs, chapters, articles, special issues, and reports.He earned his AB, AM, and doctorate degrees from Columbia University.

 

Sylvia L. Quinton, Esq. 

 

Ms. Quinton is President and CEO of Strategic Community Services, Inc. an organization providing technical assistance and program development in: health care access and health disparities; community and economic development and evaluation; and non profit law to government and non-profit entities. Ms. Quinton also led a community development program in DC, which anchored a $562 million revitalization project.  Prior to this, she directed several programs within the U.S. Department of Health and Human Services. Ms. Quinton received her BA from the University of Maryland and a JD from Temple University School of Law.

 

Clarice D. Reid, MD. 

 

Dr. Reid is a pediatrician with an extensive career in primary patient care, medical education and research.  She was the Director of the Blood Division of the National Heart, Lung and Blood Institute, National Institutes of Health, where she was responsible for directing research on hematological diseases.  She was also a member of the Department of Health and Human Services Task Force on Minority Health.  Her many honors include the Presidential Meritorious Executive Rank Award, the Public Health Service Superior Service Award and the National Institutes of Health Director’s Award.  A Fellow of the American Academy of Pediatrics, Dr. Reid earned her medical degree from the University of Cincinnati College of Medicine.
